Job Description

The Public Works Director supervises and directs the Public Works operations of the City, including stormwater management, fleet services, parks and facilities maintenance. The Director plans, organizes, coordinates, and evaluates departmental operations to ensure the effective maintenance and preservation of the City's infrastructure, public assets, parks, facilities, stormwater systems, and municipal fleet. Directs all aspects of the Solid Waste contract, monitoring contractor performance and addressing service issues. This position is responsible for the overall direction, including short-and-long-range planning and program objectives, compliance with all regulatory requirements, and protection of public health and the environment.

ESSENTIAL FUNCTIONS:

Public Works Operations

• Provides overall guidance, direction, and leadership for all Public Works activities, programs, and projects
• Plans, directs, and coordinates the divisions' work, employee training and safety, selecting new employees, employee relations, performance evaluations, and career development
• Directs development of procedures and controls to accurately and timely measure progress toward attainment of divisional objectives
• Participates in the selection of consultants and the development of project scope of services
• Develops and implements long and short-term plans, goals, and objectives pertaining to department projects, City buildings, and equipment
• Manages various public works and stormwater projects; manages the City's preventive maintenance program for facilities, right of way, and fleet; manages facilities and right of way maintenance activities and develops project schedules; building repair/maintenance, irrigation system maintenance, electrical system repair/maintenance, equipment operation, develops and coordinates City facilities
• Oversees and coordinates work performed by outside contractors; monitors quality of work, progress in meeting project deadlines, and compliance with terms of contract; meets with contractors and provides direction; troubleshoots problems and initiates problem resolution
• Oversees fleet maintenance/repair of department and City vehicles/equipment and fuel inventory
• Manages the maintenance and repair of streets, sidewalk, and other right-of-way infrastructure for the City; oversees the field placement of informational signs; identifies conditions requiring maintenance and repair of the City's right-of-way infrastructure
• Oversees inventory of department equipment, tools, parts, and supplies; ensures availability of adequate equipment, tools, parts, supplies, or other materials needed to conduct projects
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures throughout all divisions
• Consults with City management and other officials as needed to review department activities, provide recommendations, resolve problems, and receive advice/direction; make presentations to City Commission
• Directs the execution of necessary studies and analysis, preparation of related information and reports and development of recommendations for the City Manager

Budget and Reports

• Develops and administers budget for areas of assignment; monitors expenditures to ensure compliance with approved budget
• Applies for and manages loans and grants for the Division
• Manages project costs and directs in-house staff and outside consultants on assigned projects
• Prepares and tracks annual budget expenditures for Public Works Division
• Receives, reviews, prepares and/or submits various records and reports including budget reports, financial reports, ordinances, memos, correspondence, etc.

Compliance and Regulations

• Ensures departmental compliance with all applicable laws, rules, regulations, standards, policies, and procedures
• Keeps the City abreast and in compliance with existing and emerging rules and regulations
• Responsible for the City's Public Works Code of Ordinances review, changes, and implementation
• Represents the Department at meetings involving assigned activities
• Ensures employees adhere to department standards and safety protocols
• Initiates and makes recommendations for final approval, hiring, termination, performance evaluation, disciplinary, and/or commendatory actions for assigned personnel
• Plans, evaluates, and directs all policies and standards for the Public Works Division
• Directly supervises the Public Works Division
• All employees will have a role in the City's disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan

MINIMUM QUALIFICATIONS:

• Bachelor's Degree in Public Administration, Civil Engineering, Construction Management, Environmental Science, or another related field
• A minimum seven (7) years of progressively responsible experience in public works administration; five (5) of which have been in a supervisory capacity
• A comparable amount of training, education, or experience can be substituted for the minimum qualifications
• Valid Florida Driver's License

PREFERRED QUALIFICATIONS

• Master's Degree in Public Administration, Construction Management, Civil Engineering, Environmental Science, or another related field
• Project Management Professional (PMP)
• Previous experience working in a government or public sector environment

KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to effectively plan, direct and manage staff comprised of entry and journey level professionals and management engaged in carrying out division functions; ability to strategically plan and carry out short and long-range programs
• Extensive knowledge of all pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to work
• Extensive knowledge of current codes and regulatory standards governing Public Works programs and activities
• Extensive knowledge of the development of Public Works activities; ability to present and promote such programs to the public through various means of marketing and promotional activities
• Skill in leadership, decision making, coordinating resources and services, and negotiating and interpreting contracts
• Broad knowledge of public works functions, construction management, and public administration
• Thorough knowledge of safety practices in discipline and be able to recognize hazardous conditions
• General knowledge of mathematics and scientific rules and methods to direct division
• General knowledge of Microsoft Office applications and other related applications
• Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems
• Ability to read, analyze, and interpret work related documents
• Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinance, and established practices
• Ability to communicate effectively both orally and in writing
• Ability to establish and maintain effective working relationships with management personnel, co-workers, outside agencies and the general public
• Ability to plan, direct, coordinate programs and activities and/or other major projects
• Ability to plan and evaluate work assignments of technical and professional personnel
• Ability to present technical information and project status at City Council meetings
• Skill in leadership, decision making, coordinating resources and services, and negotiating and interpreting contracts

ENVIRONMENTAL FACTORS

• Works indoors and outdoors in various weather conditions
• Works in or with moving objects
• Works below ground level following safety procedures
• Exposure to noise, dust, fumes, gases, chemicals, grease or oils, electrical energy, slippery surfaces, uneven surfaces, in or with moving objects, offensive odors, traffic hazards

PHYSICAL REQUIREMENTS

• Must be able to lift, carry, pull, move, and manipulate up to forty (40) pounds with proper mechanics and equipment
• Must be able to operate a vehicle, equipment, various hand, and/or power tools, etc.
• Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling
